Noise Compatibility Program

In 2013, the Vermont Air National Guard (VTANG) was assigned 20 new F-35 jets to replace the aging F-16's that were in service. The first jets arrived in September 2019, with the remainder due to arrive over the coming months.

 

Part 150 Airport Noise Compatibility Planning is a voluntary program offered by the FAA to help airports and communities mitigate the effects of airport noise on the population. To access Federal funding to support noise mitigating initiatives, the Airport must submit a Noise Compatibility Program (NCP) and Noise Exposure Maps (NEM).

The City of Burlington updated the NEM in anticipation of VTANG's change in operations. The 2023 forecast map, which accounts for weekly VTANG F-35 training flights is below:

 

WHO IS IMPACTED?

According to the report, the communities impacted by the new F-35 includes:

Burlington

Colchester

Essex

South Burlington

Williston

Winooski

Similar to the F-16 schedule, training flights will occur twice a day, four days a week. Additionally, there will be morning and afternoon takeoffs one weekend every month.

OPTIONS IN THE ZONE

Homeowners in the 75 decibel (dB) zone can enter the Voluntary Sales Assistance Program or the Voluntary Purchase Assurance Program.

 

Voluntary Sales Assistance Program

This program will help homeowners who can't get Fair Market Value for their homes on the open real estate market. 

Program Details and Requirements:

  • The Homeowner must list the property at Fair Market Value

  • The Homeowner must convey Avigation Easement before the sale of the home

  • The Airport guarantees they will provide a differential to assist in the sale of the property if the seller receives an offer.

  • The Airport will cover closing costs for both sales at and below FMV.

  • The Airport will order an appraisal of the property to determine Fair Market Value, which will be conducted according to the guidelines outlined in the Uniform Relocation Assistance and Real Property Acquisition Policies Act.

  • Per FAA guidelines, the Homeowner will not receive relocation benefits or be reimbursed for moving costs.

Voluntary Purchase Assurance Program

This program allows homeowners to sell their homes to the Airport for Fair Market Value.

Program Details and Requirements:

  • The Airport will order an appraisal of the property to determine Fair Market Value, which will be conducted according to the guidelines outlined in the Uniform Relocation Assistance and Real Property Acquisition Policies Act.

  • The Homeowner and Airport agree to the sale of the house at FMV plus closing costs.

  • Once the Airport has possession of the property, the home will be placed in the Sound Insulation Program.

  • Upon completion of soundproofing, the Airport will place the house for sale on the open market.

  • Per FAA guidelines, the Homeowner will not receive relocation benefits or be reimbursed for moving costs.

 
 

Homeowners in the 60 and 70 dB zones can enter the acquisition programs above or the upcoming Sound Insulation Program

Sound Insulation Program

This program will be available to homeowners in the 65 and 70 dB ranges. It will provide for the installation of new windows, doors, and if needed, insulation, to reduce the average interior decibel level below 45 dB.

 

This program is not yet available and is pending the FAA review of the BTV NEM and NCP submissions.

Program Details and Requirements:

  • Following FAA approval of the NCP, Burlington Airport will be permitted to submit grant applications to develop and fund the Sound Insulation Program.

  • NCP approval is anticipated by the end of 2019.

  • Once the program is in place, the home approval to construction process is expected to take 12-18 months.

  • There are additional FAA requirements beyond living in the 65 or 70 dB zone to qualify for the program, including an evaluation of the property.
